Staffing for hospital births

Suppose births in a hospital occur randomly at an average rate of 2.8 births per hour. The hospital administrator is trying to understand how many nurses and doctors she should have on staff given this rate. A single birth takes about 3 hours and requires 2 nurses and 1 doctor.
