Staffing for hospital births

Question

Suppose births in a hospital occur randomly at an average rate of 2.8 births per hour. The hospital administrator is trying to understand how many nurses and doctors she should have on staff given this rate. A single birth takes about 3 hours and requires 2 nurses and 1 doctor. Additionally, after the staff has birthed a child, they will take an hour break. Given this information, provide her with a staffing recommendation for an 8 hour shift.

Note that this is an example of a more open-ended/case study type question, so there is no exact correct answer. In an interview situation folks will be interested in your line of thinking and how well you address the business problem.
