Snowblowing a driveway

Question

Suppose it starts snowing at a constant rate. Eventually, at 9am an individual comes out of their house with a snowblower to begin clearing their (straight/flat) driveway of snow. You can assume it continues to snow at a constant rate while the snowblower is out working to clear the driveway. The snowblower can remove a fixed volume of snow at a given time. As a result the speed at which the snowblower can move is inversely proportional to the depth of the snow.

If the snowblower was able to cover twice as much distance in the first hour when compared to the second hour, what time did it start to snow?
